what is a built-in infrared receiver, when it comes to a Canon Digital Rebel remote?

I may be a noob when it comes to camera accessories. but I was interested in buying a simple Canon Digital Rebel remote. My second question is, what does that with the built-in IR receiver, and how does that work out? I'm just looking for a remote I can use as a beginner photographer ... it is not too complicated, works quickly and is inexpensive. please help out on my purchase, and if you can link to other cheap, good remotes (not limited to wireless).
